Hmm. I did have an old pop3 in my load-path (in
/usr/local/lib/xemacs/xemacs-packages/lisp/mail-lib/). I upgraded to
0.92 and removed the above file and it still asks for auth every time.

Generally speaking, this is normal behaviour.  If pop3-password is not
bound with setq, it is temporarilly bound inside a let form.  This is
deliberate, so as to avoid having passwords resident in Emacs core image
longer than necessary.  It is not particularly secure, but it is more
secure than not doing it this way at all.
