Well, they couldn't. The news reader has to supply the "search
criteria" used to get the relevant bugs. So it might as well be a
cgi-bin script.
But it could output nntp data. :-) I kinda think the likelihood of
getting that into Bugzilla is pretty slim.
All Gnus needs is the number of responses per bug report, and that can
probably be put into buglist.cgi as it is...
