Right.  Then the answer is that Gnus does this according to the
standard, but not too many other mail readers follow this standard
(when reading mail).  Which is understandable, since it's both kinda
tricky to implement, and somewhat obscure.

Increase `message-send-mail-partially-limit' to have Gnus stop doing
this.
