Your suggestion doesn't solve the problem.
For example, with the setting above. An attachment filename generated
the following.
|Content-Type: application/octet-stream
|Content-Disposition: attachment; filename=020415~~~.hwp
|Content-Transfer-Encoding: base64
Korean characters are not properly encoded. "~~~" part was Korean
letters.
