For small inserts, Emacs LISP stuff does well. For big inserts, Emacs
LISP may be irritatingly slow, even when compiled.
I would like to see options and size thresholds for being able to call
external decoders, either `metamail' or (plug! :-) the next version of
`recode', for when it will be ready for release.
