Messages in mbox format without From: lines are quite common. They are just not created by mail delivery agents, but other programs such as mail and news readers using `FCC: '. My point has has been that incoming, external mail without `From: ' is rare, and that we should set the default for the common case, namely `From:' less messages generated by other programs or perhaps local mailers.
