It shouldn't be paired with '. Emacs already treat them as matching in doc strings and regexps, so I doubt this would be a problem. Emacs should display "`" in doc strings as whatever the Unicode character represent the "single quote begin" glyph when possible, but I doubt it will be a problem that they don't match visually with modern fonts in regexps or format strings.
