What do you mean incorrectly ? What have you set
gnus-summary-line-format to ?

The number of lines is reported as 0, and the date is reported at
18:00:00 on 12-31-69. 

The actual message contained lines, and the headers showed a current
date.

gnus-summary-line-format's value is

All the cutting, etc., is to get a date format that I like.

There was no Lines header, which explains why Gnus reported zero
lines.

The Date thing is weirder, though.  That it's upper case shouldn't
matter.  And

(gnus-date-iso8601 "Thu, 29 Jul 1999 13:22:04 GMT")
=> "19990729T152204"

Hm.  Perhaps the upper-caseness is what makes it freak out, but the
parsing functions seem to have `case-fold-search' bound.

Weird.

You really want to pull your lines value from overview rather than from
the Lines header if available.  The Lines header is discouraged, and may
even be deprecated, in USEFOR, due to the fact that it's unreliable in
practice (leading to errors just like the above).  Overview is
"guaranteed" correct by the local server.

In that case, it's probably the nntp server's fault -- buggy NOV lines
