Not since Emacs 19, at least.

I don't understand that. Its effect should be to display everything
as Latin-1, which is never likely to be what people receiving mail or
news actually want. If you get mail in utf-8, you will see the raw
encoding, interpreted as Latin-1, but only in that case.
