I don't think so.  I had to fix Gnus 5.9 to make mule-utf-8 or current
Mule-UCS's utf-8 work at all.

It does, but choosing a charset should not depend on how the relevant
coding systems are defined (as the Gnus code did whenever I last
looked).  See the charset-determining code I posted.
