Well, I stand by what I wrote, and more. Composing to `=E2=98=BA' and `=E2=98=B9' suits me better. One can press `= =E2=98=BB' into service in lieu of the unfortunately missing WHITE WRY FACE. I'd urge people to spend time on something less frivolous; there must be plenty of good possibilities. I did the implementation as a demo/test and it's already consumed too much effort.
