  Handa-san changed default value of
nntp-coding-system-for-{read|write} binary.  I think it is good
choice, because it does not have any effect for no MULE emacsen and
MULE people may use gnus-mule or SEMI.  Of course it may be good for
MULE-less setting Emacs 20.

  Similarly I think it is better to change default value of
nnheader-file-coding-system and nnmail-file-coding-system to binary or 
raw-text.

  Following is a patch for qgnus-0.17:

  I use raw-text instead of binary because it seems better for
Windows, OS/2 or DOS, namely raw-text canonicalizes line break code.
Maybe "Content-Transfer-Encoding: binary" is not used for mail/news in 
normal case.

Note that emacs-mule of Emacs 20 is not existed in XEmacs/mule.
no-conversion is as same as raw-text in XEmacs 20.3, however it is as
same as binary in Emacs 20.  In addition, XEmacs 20.2 (or older than
it) does not have raw-text, so no-conversion or binary may be better
if backward compatibility is preferred.

What is the difference between FSFmacs `raw-text' and XEmacs
`no-conversion'?

  I think they have same meaning.  However Emacs 20 has variable
`enable-multibyte-characters', and binary and raw-text set
`enable-multibyte-characters' to nil.  If it is nil, every non-ASCII
characters are not displayed in the buffer.  In XEmacs, binary or
raw-text (= no-conversion) read/write by internal
representation. (emacs-mule of Emacs 20 and no-conversion of XEmacs
are same in behavior)
