Look at this screenshot.  The summary buffer says that the article is
undownloaded, but selecting it shows it.  So it must be downloaded
after all.

What's the story?

I think the story is that the agent has been long neglected.  I sure
hope you fix all these bugs!  I miss using the agent.  When it first
came into being, I used it with nntp a lot and used it a fair amount
when imap first supported it.  Now days, what I think has happened is
that a lot of development has happened in a good number of places but
the agent hasn't received much attention and I suspect some of the
newer developments have introduced some conflicts (for lack of a
better word)...

Well, I should be writing on my thesis and I should be preparing
excercises for the lecture...
