A month ago, I added code to the agent to expand the active range to
include all articles that have been fetched into the agent. Before I
made this change, we actually had a situation where articles in the
agent would no longer appear in the summary because they were outside
of the active range.

BTW, this code was modeled on the existing code for the cache. So a
bug in this code is probably shared by both.
