I've realized that broken-reply-to will cause some minor lossage in a
group if a sendor sets their own Reply-To header. I think it would be
nice if the to-address or to-list were set, only ignore the reply-to
if it matched. What do others think?

A good idea, though IME broken-reply-to lists tend to insert their
own Reply-To even if the author has set it. But there may be some
less-badly behaved, so worth fixing.

I'm on a bunch which will set Reply-To unless the author has specified
one, so they are out there.
