Aha -- this works!  But why is this different then having my
gnus-activate-level set to 1?  Does nnimap (or Gnus proper) ignore
this variable unless specified explicitly in the call to
gnus-group-get-new-news?  Or am I attributing more power to
gnus-activate-level then it deserves?  Hmmm...

I guess thought this affected subsequent requests, too.  My bad....

Though, I swear this is not honored on startup, either.  At least by
nnimap (I'm not sure how to check nntp).
