The problem is that gnus-fetch-old-headers is bypassing the agent.
Even worse, when you set it to 'some, it fetches nearly every header
in the server's NOV database.  I've updated the gnus-fetch-old-header
doc string for now.  I'll put some thought into pulling the logic up
into the agent or the internals.  That way, most of the headers may be
fetched from the local agent files rather than constantly fetching
them from your server.
