People don't use UTF-8 since quite some MUAs don't support it and some authors of MUAs don't add support since few people use it. Nevertheless I've got the impression that today most MUAs will handle Unicode quite well. I send UTF-8 in both Mail and News and few people told me they couldn't read my messages properly. -- Did you ever realize how much text fits in eighty columns? If you now consider that a signature usually consists of up to four lines, this gives you enough space to spread a tremendous amount of information with your messages. So seize this opportunity and don't waste your signature with bullshit nobody will read.
