I.e. let us install this in Gnus' trunk:

	* gnus-start.el (gnus-read-newsrc-el-file): Don't bind
	coding-system-for-read.
	(gnus-gnus-to-quick-newsrc-format): Insert coding cookie.

Miles, do you need more information or do you just need some time?
