Everything starting from "add-to-list" is in the application/emacs-lisp part, including "Is a safe practice ...". Despite of "Content-Disposition: inline", it might be displayed as attachment depending on the Client or the setting (e.g. buttonized in Gnus). Some clients like kmail even display a second and more text/plain parts as attachments. When sending attachments to non-Gnus users, I usually put the attachments at the bottom of the message.
