Yes, this is what I had in mind.  Sorry if my wording wasn't clear.

When using `mm-url-...', `autoload' statements could be used instead
of "(require 'mm-url)", so that mm-url isn't loaded unless an
alternative (to the plain HTTP ping) is used.
