I had a similar problem, and even the patch mentioned in etc/PROBLEMS
(in Emacs 21) didn't do the trick. Please try the patch and tell
whether that works.
I use the current CVS version of W3. Both can be had via anoncvs:
grossjoh@lucy> cat work/gnu/url/CVS/Root
