Subject: Specify encoding of outgoing messages on a per-group basis

Suppose that I spoke Russian (I don't) and I'd normally use iso-8859-5
encoding for Cyrillic text.  Suppose that I post to a group and want
my posting to be in koi8 encoding, however.

How would I do this...

  - for this particular posting only?
  - for all postings to this group only?

Hm.  select-message-coding-system seems to indicate that I can do `C-x
RET f' to choose the coding system I like.  Really?
