Scenario 1: I write a message, I type C-c C-c. The message is sent.
Scenario 2: I write a message, I type C-x C-s, then C-c C-c. I am
asked if I really want to send the message!
This strikes me as strange. Shouldn't Gnus just know that I haven't
sent the message yet, so send it without questions asked?

The condition of "about to be re-sent" is detected by noticing whether
the buffer has been modified yet. When you `C-x C-s', it gets saved
in drafts and set as unmodified. So your subsequent `C-c C-c'
confuses Gnus slightly.
