Set gnus-activate-level to 4, say, then type `g' to update the important groups and `5 g' to update all groups. (If your important groups are at level less equal 4 and the others at level 5.) Dunno about the `no more often than once every six hours' part, though. You could add a demon which did it automatically every six hours, but that's not what you're asking for.
