In gnus-start-draft-setup, the nndrafts server is created with fixed
server parameters (none).  WIBNI this was more customizable?

I suggest that the function be changed to behave as follows: if an
"nndrafts:" server already exists, do nothing.  But if no such server
exists, create a foreign server by that name.

This means that people can go to the server buffer and change the
server.  Or they can make a secondary server.

What do you think?
