After all, if you've already got a mechanism for doing group name expansion in a header, why shouldn't I be able to customize it so that it does bbdb-complete-name in To and Cc headers? I have no strong feelings about whether to implement it with such a header-local keymap. (Would that be a keymap in an overlay or a special face or something? Never done this before.)
