It appears that the guys from the de.* newsgroups prefer the following
encoding of non-ASCII (i.e. Latin-1) characters as follows:

  - For the body, CTE 8bit should be used, but quoted-printable is
    also acceptable.
  - For the header, quoted-printable encoding should be used as in
    "=?iso-8859-1?q?Gro=DFjohann?=".

It appears that for posting news, the second requirement is not met:
the ß in my name is sent as-is.
