You can install gnuserv which comes with the gnudoit program. This
can be used to tell a running Emacs to execute arbitrary Lisp code,
including:
(compose-mail "to-address" "subject")
If you wish to start a new Emacs instance:
emacs --eval '(compose-mail "to-address" "subject")'
