I don't know whether I've got you right, but have you tried something
like
M-x load-library RET mime-setup RET
This should work, afaik. I've got the following code in my gnus.el and
it, well, seems to work :-)
(load "mime-setup")
(setq mime-editor/transfer-level 8
mime-editor/split-message nil)
