Fairly up-to-date Oort v0.04 is perversely mis-displaying multiple
inlined images side-by-side rather than stacked, and not alongside
their MIME buttons.
Even weirder, if the images are instead "disposition=attachment", then
clicking on the MIME buttons shows one image and displays the next
image's MIME button _beside_ the freshly-displayed image, and each
subsequent display of an image _removes_ the display of the previous
image.

In 21.4.2 under RH6.2, moving the toolbar to the bottom and back via
"Options -> Display -> Default Toolbar Location -> Bottom" and then
back to "Top" does some damage:
1. When the toolbar is moved to the bottom, the overall size of the
window shrinks by about 4 lines.
2. When the toolbar is returned to the top, the window remains
shrunken, and the toolbar itself has gained a white bar.

For what it's worth, using the latest Oort v0.04 as of 11-May-2001
(a cvs update -d just now told me there's nothing new...), I am not
able to repeat this problem. In the message you attached, all the
inlined images are properly stacked.
In case it matters, I use XEmacs 21.1 (patch 7) "Biscayne" [Lucid]
(sparc-sun-solaris2.7) of Mon Nov 1 1999

Well, that's disconcerting. I'm maximally up-to-date in Oort, too.
Which way do other folks see it? Am I looking at an Xemacs 21.4 bug?
This is how it comes up for me; note that the 2nd image is half lost
and the 3rd is off the right edge entirely.

IIRC, you /are/ looking at a bug[1] with later XEmacs-en. This has come
up on xemacs-beta not that long ago, with reference to text glyphs being
strangely positioned.
Try moving the issue there and see if something can be stimulated into
life.
