I've seen this error on w32 emacs. It seems to be caused by recent
changes made to the error logging in the GnuTLS wrapper code. The
following fixed it for me:
(setq gnutls-log-level 2)
This restored some of the error message noise in the echo area, but
seems to stop issues being fatal errors.
