September Gnus 0.31 is released

This is the last featureful release in the September series.  All
releases from here on out will just be bug fixes.

If you're using XEmacs, you need to get the new etc.tar.gz package. 

Get it from <URL:http://www.ifi.uio.no/~larsi/sgnus.tar.gz> or 
"ftp.ifi.uio.no:/pub/emacs/gnus/".
