I have written a tiny minor mode for moderators. It allows canceling
other people's articles and sending out articles in other people's
names with an Approved header. It will not be included in the Gnus
distribution, and will only be available to moderators. (Well, it's
GPL'd, so distribution can't be limited, but I wonder whether asking
people to keep mum is prohibited with the GPL? :-)
