It probably has the same roots as the previous Norwegian car tax, a tariff introduced in the post-WWII rebuild, to keep money from leaving the country. Then it became a necessary part of the government's revenue, and couldn't be changed without increasing the taxation in other areas. The Norwegian car tax is still high, but some cars dropped NOK100000 overnight. (But we digress)
