Darn it -- always something! I missed altitude:

 (1666.67 + (km_of_altitude_above_sea_level/12)) * cos(abs(lat)) KPH

...assuming no wind :-)

(Boy, I haven't had a discussion quite this pointless on a list for
quite awhile; I must be getting old...)
