I've noticed this before and it's darned well time I reported it ;-)
In the article buffer, if I hit C-h b I get
Invalid character: 1600000, 0, 0x82f87c
Is it just me?
Cheers,
norm

FWIW, I'm not getting this with 0.95 on Emacs 20.3.11 (the 20.4 pretest).

Just to be complete, I don't get this in the new FSF Emacs 20.4 with
pgnus 0.95
GNU Emacs 20.4.1 (i586-pc-linux-gnu, X toolkit) of Fri Jul 16 1999 on
g.wolfram.com

Setup=pgnus-0.95 Emacs 20.3 Redhat Linux 5.2 (kernel 2.0.36-3)
Not happening here. I just get the normal bindings buffer.
Tried in following situations ..plugged, unplugged, nnml, nntp all work.

No, it is not just you. The full backtrace isn't much more complicated
than what you reported:
Signaling: (error "Invalid character: 1600000, 0, 0xd2f6f4")
describe-bindings-internal(nil nil)
describe-bindings(nil)
call-interactively(describe-bindings)
