Can one use gnus-posting-styles to set local variables in the message
buffer that is to pop up?

I would like to set up my message-insert-signature to insert different
things based on the group I am reading, but I don't want to automatically
insert a signature.  (I don't particularly like editing around a signature,
and I don't always want to add a .sig.)  Is there a way to set a
buffer-local variable in the posting styles?

You can, but it would be simpler to just use one of the message setup
hooks.
