Trying to open a connection to a news server that cannot be reached can cause Emacs to freeze for several minutes (I have experienced this phenomenon on several occasions). Some kind of user intervention is probably the best way to do it. I think I like "nnagent" as a name. And I still think that the backend should borrow heavilly from nnml. The news spool format is the most effective method of storing news -- it is somewhat wasteful in disk space (depends on how big your inodes or clusters are), but is faster for reading and requires much less memory to process. nnml duplicates this format, so you might as well use that code for something.
