Not quite. The problem is that the way PGP is currently written key
lookups are *HIDEOUSLY* slow on large keyrings. It is a brute-force
linear search; PGP keyrings are unsorted, so the search has to go
through each and every key to find a match.
PGP 3.0, currently in develpment, addresses this issue.
