somewhere between pgnus-0.71 and pgnus-0.73, Incoming-files stopped
landing in nnmail-tmp-directory.

Previously, we could set `nnmail-tmp-directory' to cause gnus to
drop its `Incoming*' files into a specific directory.
Now, with the new mail-source stuff, gnus seems to be hardcoded to
drop them into `mail-source-directory' (~/Mail).
Am I missing something? Is there a way to get gnus to put these
Incoming files into, say, my ~/tmp directory?

Hmm. The documentation for that variable says:
Directory where files (if any) will be stored.
It doesn't say anything about these files being only scratch files
(unlike nnmail-tmp-directory, which is a pretty unambiguous name).
And because the default value for mail-source-directory is ~/Mail,
which is not a tmp-ish directory, pointing mail-source-directory at
my ~/tmp directory seems like asking for trouble.

Well, that's the only things that are stored there now, but that may
change in the future.

If that's the case, may I suggest you add a mail-source-tmp-directory
variable explicitly for specifying the storage location of the Incoming*
files and any other scratch files which may be needed in the future?

Currently, yes, but Lars said that, in the future, the mail-source-directory
may be used for storing files other than Incoming* files.
