Use Info-default-directory-list, not Info-directory-list. The latter gets set internally. It's in the documentation somewhere. Info-directory-list -- a variable declared in Lisp. Documentation: List of directories to search for Info documentation files. Default is to use the environment variable INFOPATH if it exists, else to use Info-default-directory-list.
