Review: 'Device is gone' error when booting from USB3.0+ disks

Hi, please review this change:

Currently it is not possible to boot from rpool which is installed on USB 3.0+ connected disk. On attempt to boot from rpool we get an error message 'Device is gone'.
This change prevents this error.

If you test this change, be sure that the boot disk is discovered as USB 3.0 or later (mdb -ke '::prtusb')

Because I once again had a request from someone who encountered this problem,  how can we get forward with this change?

I think the next step was and still would be to reply to the review
questions back from when this was first posted. If there's a challenge
