This adds support to cp for the -n option. cp, mv, and ln are built from
the same source. This stumbled over a few things along the way and some
constification for good measure. Note this is a little thorny. I've
tried to minimize concrete behavior changes to things that were mostly
pathologically against the option spirit. See the long block comments in
mv for more information.
