I need something equivalent to the mono-complete package on Debian/Ubuntu. I need to run PascalABC.NET IDE, a WinForms.NET application.

Mono and dotnet are not the same thing. Mono is an implementation of .NET Framework and dotnet is an implementation of .NET Core. Mono has support for WinForms.NET.
