I tried to tell Windows to use UTC time by the registry hack. But I quickly realized that it's buggy. The Windows NTP will always set the system clock to local time regardless of the registry setting. On OI, I enabled ntp service to have it automatically set the correct time for me so Firefox will not complain about invalid https certificates. But I use Windows more than OI. The Windows NTP will not trigger automatically (when you need it), so I have to run it manually. This is inconvenient. I want to be able to set OpenIndiana to use local time instead.
p/s: this question is not specific to OI as it's also apply to illumos in general. Please help.

I believe you need to use rtc(8):

I have read plenty of internet tutorials and many illumos manuals, including this one, too. I can't find the solution! Most internet tutorials are about setting time zone. I'm already have the correct time zone.
