What usenet groups, listservs or web based groups would be better,
would be more appropriate for the following complicated question?...

Our Boston City Council committees' public hearing notices are sent out
by email. The public notices are formatted in microsoft word .doc
attacchments. Not posted in their entirety on the council committees'
web site at http://cityofboston.gov

groups.google.com groups.yahoo.com groups.msn.com do not display, do
not preview attachments.

How would you set up a public web link for an archive of these council
committees' public notices sent out every other day or so, sometimes
several a day that would display without the necessity of local
downloading?...
