After many years I wanted to start reading news with GNUS again,
specifically from http://groups.google.com. I was trying to do this
using the nnweb interface (after scanning info in this group) but nnweb
requires the w3 package which I don't have installed. Searching for it
gives me the information that it is dead (and long live w3?).
So how can I read the groups from http://groups.google.com?
I have no problems with the "normal" groups like gnu.emacs.gnus from an
NNTP server.

I don't know what told you that it's dead, but the situation from my
vantage point (as an XEmacs user) seems to be:
[a] w3 is in the standard package set of recent XEmacs, and
[b] I also have w3m, which may have in fact supplanted w3.
However, I don't use nnweb, so I can't speak to how much it requires
w3 specifically -vs- whether w3m substitutes.

Well, it is not in my package and I'm running Emacs 21.3. I will take a
look at XEmacs.

I would suggest emacs-w3m.
emacs-w3m should work fine with Gnu-Emacs, v. 21.3.
