See what your $TERM is set to. I had this problem using PuTTY and
setting the $TERM to xterm-color. All I had to do was set it to linux
and it worked just fine.

Please hit x, then each of these keys once, then M-x view-lossage
RET. Now you should be able to see what Emacs sees when you hit
those keys.
In the shell, hit C-v, then one of the keys. Repeat for all three
keys. What do you see?
Also see the variable normal-erase-is-backspace and the function
normal-erase-is-backspace-mode.
