Actually, OE by default does send two versions of the message -- a plain
text one and a HTML-formatted one. At least, it did some time ago. You
can just look at the former. =))

I believe, Emacs/W3 works on XEmacs/Win32, so this problem seems to be a
bug of GNU Emacs and/or Emacs/W3. So, report it.
